[Sub-Mod] AGOT Form New Duchy

Sorry for my English. I don't speak or write in this language.

Current version v1
Compatible with AGOT v1.2

The sub-mod Agot Form New Duchy allows create titular title for duchy .

    - The mod allows you to create a completely custom duchy its holder province, following the mold of decisions to form a new kingdom or empire.
    - Basically, to create a new duchy you'll have to have three counties in his possession.
    - In the future, you can create a kingdom with a personalized banner of a province. Funny, no?!

Unless the base game has changed the conditions for slavery laws or the independence variable in your decision's allow, it should be compatible with 1.3 (it's not on the compatibility list yet).

Some things I noticed in your code that might be worth considering:

-Nomads are hardcoded to be kings or emperors in tier. Therefore, if you have tier = COUNT, manes is_nomadic = no redundant.

-Within an ai_will_do modifier you have NOT = { num_of_duke_titles = 3 } but since in potential you have tier = COUNT, the former cannot obtain and the modifier will never be applied (thus, the ai will always take the decision asap).

Would you mind giving permission to include this sub-Mod in projects unrelated to this one? I work on two other Mods, and this Decision to create a titular Duchy like one can with Kingdoms and Empires would be VERY appreciated over there.
