Re-enabling title creation cost

How exactly do you do this? I've tried changing the price of creating ducal titles back to 200 as in vanilla in defines.lua, but they still cost 0 in game. Also, which #s do you take out in the Westerosi trade routes file? Thank you.

I would like to know this as well. It would help the Wildlings from forming the Kingdom Beyond the Wall so often, along with helping in some other areas.

Edit: I tried to put a prestige cost for title creation but that didn't work. I also put a gold cost and that one did work. I'm guessing there isn't a viable command to use prestige as a cost instead of piety (the cost used in vanilla CK2), or maybe I didn't have the command right? For prestige, I wrote:
