1.3.2 Why Baratheon becomes patrician, and not Sunglass?

I've done the Aegon Goes East scenario several times in this version, and one oddity was constant: if I choose to become a "Freehold" (Merchant Republic), the Houses promoted alongside Targaryen are always Velaryon, Celtigar, Qoherys and Baratheon. The first two are OK, they are landed with my culture and religion. Qoherys is iffy, because he's just a courtier but at least High Valyrian... but WTF is with Orys Baratheon, Westerosi Valyrian courtier becoming a patrician while House Sunglass, equal to Velaryon and Celtigar (landed, High Valyrian, my religion) doesn't?

Also, if any of the above convert to Essosi Valyrian (Qoherys and Celtigar typically), their government form becomes Triarchy with some election events (the ones about a triarch dieing and a placeholder being elected at least) while me, their liege is still a normal Merchant Republic.
