Please , can anyone explain what is the meaning game rule option:INVALID_RULE , is this some kind of bug ? i have wealth and all requirements for colonization , but when i click on shield of ruin colonization button is grey , i tried different fations , different scenarios , but result is always same. Screenshot is below , many thanks

You have a bad install, reinstall the mod.

i did it many times buddy )) could you explain exactly how to install ? i downloaded CK2-icefiremod_setup_1.3.2 and installed in ordinary way , is there any other way ?

Try using the manual zip files, just download them then extract the folder AND .mod file into Documents/Paradox Interactive/Crusader Kings 2/mod using a tool like WinRar or 7zip

ok , i got it , but latest version in all links are installer (setup) application , so i just try older version ))

No they are not... literally right below the installer download is the manual file one

Are you on the right version of ck2 and have any submods installed?

http://prntscr.com/elyd43 there is only one submod , i thought i cant arrange distance for establishing colony so i downloaded this colonize away submod , but this problem was before installation colonize away submod

Make sure not to use submods when reporting bugs.

As for your issue the only thing I can say is to reinstall ck2 and the mod and try again

That doesn't fix the bug with your install, you've just removed the ability to customise the cost of colonising by messing with the title decisions.
Are you definitely on ck2 version 2.6.3 with no incompatible submods etc. enabled?

Well there's your problem! You should be on 2.6.3 not 2.6.1
It says the correct version to be on in the mod download thread so next time you have an issue make sure you are on the right version.
