Holdings require 1 of each type (city, castle, temple), how to mod this out?

Not even sure if it's possible, but the CK2 Wiki says: "You can also build new settlements in a county if there are free slots. Once a province has one each of a castle, city, and temple, you are free to create duplicates."

I'm one of those weird folks who would like to build a single superholding with 7 baronies as my capital, all castles. I'm not sure if this is done natively in AGOT, because I don't recall that restriction from when I was playing 2.4.5 with AGOT, but I'm having problems with it now both in Vanilla and HIP.

Any suggestions?

Change the ENFORCE_ONE_OF_EACH_HOLDING define
